Fast Start training is the first step for any new volunteer and is to be taken immediately after a new leader registers.  Fast Start is a self-paced course, either web-based or VCR tape, specific to your branch of Scouting.   You will find links to Web training at http://www.mountbakerbsa.org/training . There are also VCR tapes in both council service centers.
